Is it free?

Yes. It is one of librARy's free tools: you can use it without paying and, for the basics, without creating an account.

Do I need to install anything?

No. It runs in the browser on Windows, Mac or Linux, and many tools also work on a phone or tablet.

Can I open a Rhino file?

Yes, .3dm files open directly, with their layers.
